Millions of Americans will be taking to the skies this holiday season, many to small towns served by small airports. What they may not be aware of is that if passed, an airline-supported bill in Congress – H.R. 2997 – could limit their access and threaten needed upgrades at smaller airports. “If the airlines run the nation’s aviation system, there’s good reason to worry that small communities across America would be left behind,” NBAA President and CEO Ed Bolen and Aircraft Owners and Pilots Association President and CEO Mark Baker wrote in an op-ed published in the Nov. 21 edition of the Washington Examiner. Pending Defense Bill Would Reinstate Hobbyist Drone Registration
A defense funding bill now on its way to the White House includes a provision that would reinstate mandatory registration of recreational small unmanned aircraft systems (sUAS) weighing less than 55 pounds. "While the reinstatement of registration for hobbyist sUAS does not directly affect our members, it may offer additional safety benefits as the FAA and industry work to gather user data to help safely integrate unmanned aircraft into the National Airspace System," noted Heidi Williams, NBAA director of air traffic services and infrastructure. Santa Monica Airport to Close Dec. 12 for 10 Days; Will Reopen With Shorter Runway
The city of Santa Monica, CA is proceeding with Phase 2 of the runway shortening project at Santa Monica Municipal Airport (SMO), completely closing the airfield for 10 days beginning at 9 p.m. (PST) on Tuesday, Dec. 12. The airport will be closed to all traffic until 7 a.m. (PST) on Saturday, Dec. 23, when it will reopen with its sole runway reduced from 4,973 feet in length to 3,500 feet. Read more about SMO.


NTSB: Intersection Takeoffs Require Sound Planning
A recent NTSB safety alert reminded pilots that while they may be able to save time by performing intersection takeoffs, there are also risks involved in not using the entire available runway. To ensure a larger safety margin, operators should understand the performance capabilities of an aircraft, and consider the current weather conditions, as well as their experience with using shorter runways.

Manufacturers, Operators May Benefit From New Aspect of U.S./China Bilateral Agreement
A new bilateral agreement between the U.S. and China promises to benefit aircraft manufacturers and operators alike. The FAA recently announced the signing of a new agreement, under the existing Bilateral Aviation Safety Agreement between the U.S. agency and the Civil Aviation Administration of China, which serves as formal recognition of each other’s regulatory systems, in regard to the airworthiness of aviation products.

Nomination Period Open for NBAA's Meritorious Service, Doswell Awards
NBAA is now accepting nominations for its two highest awards, the Meritorious Service to Aviation Award and the John P. “Jack” Doswell Award. The Meritorious Service Award recognizes those who have made significant, lifelong contributions to aviation. The Doswell Award honors lifelong individual achievement in support of business aviation. Nominations are due Feb. 16.
