U.S. Issues Security Alert for Travel to Europe
The U.S. Department of State has issued an advisory alerting Americans traveling to Europe of potential terror attacks. The alert, issued October 3, says only that European governments are taking precautions as "current information suggests that al-Qaeda and affiliated organizations continue to plan terrorist attacks." Americans should be aware of the potential for attacks on public transportation systems, including aviation and other tourist infrastructure, it notes. For more information, or to register travel plans to Europe as recommended by the State Department, visit:

NBAA Welcomes FAA Announcement on Runway Safety Improvements
U.S. Department of Transportation (DOT) Secretary Ray LaHood and Federal Aviation Administration (FAA) Administrator Randy Babbitt recently announced that the number of serious runway incursions at the nation's airports dropped from 12 in fiscal year 2009 to six in fiscal year 2010, three of which involved commercial aircraft. LaHood said this marked the second consecutive year that the number of serious incursions was cut in half. For more information, contact NBAA's Doug Carr at

NBAA Opposes Planned EU Reversal of Pilot-Certification Agreement
NBAA has joined with other business aviation groups in sending a letter to the European Commission warning that a European Union (EU) proposal to reverse a long-standing reciprocal acceptance policy for pilots' credentials between the EU and U.S. could adversely impact safety. The proposal, due for a vote this month, would require pilots who completed flight training in the U.S., but are domiciled in Europe, to receive a license from the European Aviation Safety Agency in order to fly in EU Member states. "There will be a highly negative impact on the safety of business aviation operations since...many European operators rely on simulator training conducted in Canada or the U.S.," the letter notes. Can 'Green' Aircraft Qualify for Bonus Depreciation?
Do uncompleted, or "green," aircraft placed into service this year qualify for accelerated depreciation methods? This subject is explored in detail in a new article prepared for NBAA Members by Tax Committee Chair Ed Kammerer, who says that potential business aircraft purchasers may be anxious to acquire their aircraft before the end of this calendar, not fiscal, year. Modified Accelerated Cost Recovery System depreciation and accelerated, or "bonus," depreciation benefits may be used to offset income earned in the taxable year in which the benefits arise. However, even with the current downturn in the economy, some models of business aircraft are sold out for 2010 while aircraft delivery positions remain available for 2011 and beyond.
