NBAA Promotes Carr to Director, Government Affairs

Washington, DC, February 21, 2001 - The National Business Aviation Association (NBAA) is proud to announce the promotion of Douglas Carr to director, government affairs. In this position, Carr provides managerial and technical support for programs related to NBAA’s legislative and political agenda at the Federal, state and local levels. He monitors and affects Federal, state and local legislative and political activities and developments concerning business aviation.
In April 1998, Carr joined the NBAA Staff as manager, domestic operations. He subsequently was promoted to manager, safety & operations. In this position, he monitored and responded to domestic regulatory initiatives by the FAA and other government agencies. He also provided operational-related assistance for on-demand air carriers and privately operated aircraft and acted as the Staff Liaison for NBAA’s Safety, Operations and FAR Part 135 Standing Committees.
Carr has distinguished himself at NBAA by leading the Association’s effort to rewrite the night currency requirements for FAR Part 61; working as part of the Fractional Ownership Aviation Rulemaking Committee (FOARC) to develop recommendations for the FAA; and developing, in association with NATA, the Guidelines for Obtaining an FAA Part 135 Air Carrier Certificate.

Carr is a commercial, multi-engine, instrument-rated pilot and a certificated flight instructor. He graduated from Southern Illinois University at Carbondale, where he received a Bachelor of Science degree in aviation management and an Associate of Science degree in aviation flight. Prior to college, he spent six years in the U.S. Navy, where he worked onboard a nuclear-powered submarine and was responsible for many aspects of the submarine’s propulsion system, including operation, maintenance and repair of the nuclear reactor and support systems.
Before joining NBAA, Carr was a specialist in government and industry affairs for the National Air Transportation Association. There, he also was responsible for issues affecting FAR Part 135 on-demand air carriers and flight training providers.
