Indoor Aircraft Display Exhibitor Rules – 2023 NBAA-BACE

To make the 2023 NBAA-BACE a successful event for all participants, exhibitors with aircraft on display at the Las Vegas Convention Center must review and abide by the rules below, the general rules that apply to all exhibitors, the NBAA-BACE Exhibitor Contract Terms & Conditions and any additional rules published in the Exhibitor Service Kit.

Aircraft Arrival – Fixed-Wing Aircraft

• All fixed-wing aircraft for the indoor aircraft display at the Las Vegas Convention Center must arrive at Atlantic Aviation, McCarran International Airport (LAS) by 6 p.m. on Friday, Oct. 13, 2022.
• Aircraft on display in the LVCC exhibit hall will require minimum fuel loads.The minimum fuel load is defined as the minimum FAA VFR or IFR fuel quantities (as appropriate) for an aircraft landing at LAS. Ref: FAR 91.151 or FAR 91.167.
• Between 6 p.m. and 10 p.m. on Friday, Oct. 13, 2023, aircraft will be prepped for towing from Atlantic Aviation to the Las Vegas Convention Center.
• Towing operations will begin at 10 p.m. on Friday, Oct. 13, 2023.

Aircraft Arrival – Helicopters

• All helicopters that will be flown in for indoor display at the Las Vegas Convention Center must arrive at Henderson Executive Airport (HND) by 8 a.m. on Monday, Oct. 16, 2023.
• Helicopters on display in the Las Vegas Convention Center exhibit hall will require minimum fuel loads. The minimum fuel load is defined as the minimum FAA VFR or IFR fuel quantities (as appropriate) for an aircraft landing at HND, flying to LVCC, then returning to the nearest refueling location. Ref: FAR 91.151 or FAR 91.167.
• Between 8 a.m. and 11 a.m. on Monday, Oct. 16, 2023, aircraft pilots and crew will attend a short briefing and then will prepare for departure to the Las Vegas Convention Center.
• Once helicopters arrive in the designated landing area at the Las Vegas Convention Center, helicopters will be towed inside to exhibit display space. The exhibit hall freight door closest to the aircraft display area is 59 feet wide by 32 feet high.
• All helicopters to be flown into the Las Vegas Convention Center for display must complete the 2023 NBAA-BACE Helicopter Landing Request form provided by the NBAA exhibits team.

Carpeting

• In the exhibit halls, NBAA management carpets aisles only. The aisle carpet color is midnight blue.
• Carpeting is not mandatory for indoor aircraft display exhibitors. If an exhibitor would like to carpet their indoor aircraft display space, they should not have carpet laid until all aircraft move-ins are complete on the morning of Saturday, Oct 14, 2023.
• Only carpet tape is permitted for the installation of floor covering.

Catering

• Centerplate is the exclusive catering provider in the Las Vegas Convention Center.
• Exhibitors may not dispense food or beverages of any kind, including bottled water, without written permission from the Las Vegas Convention Center and Centerplate.
• Food or beverages purchased outside of the Las Vegas Convention Center may not be brought indoors and consumed within the building.
• Exhibitors planning events that will include catering must plan their events to ensure that all elements of their events, including catering and guests, are contained within their purchased exhibit space.
• Alcohol must be purchased and dispensed by the Las Vegas Convention Center Catering Department. No outside alcohol may be brought into the facility. This includes product owned or donated products.
• Food and beverage menus and order forms will be included in the Exhibitor Service Kit.

Drawing Approval

NBAA requires all exhibitors in the indoor aircraft display to submit detailed stand drawings including dimensions, for approval by Aug. 18, 2023, through the Stand Drawing & Hanging Signs Submission Form, which will be available in the Exhibitor Service Kit.

Stand drawings must include the following:

• Exhibitor name and booth number
• Rendering packet, including back view
• Technical drawings
• Booth dimensions – heights, widths and lengths of all hard walls, including glass
• Orientation – label surrounding stand numbers
• Safety rigging
• Hanging signs, if applicable
• Lighting trusses
• Directional information
• Maximum exhibit height within booth

Insurance

All exhibitors with fixed-wing aircraft or helicopters on display at the Las Vegas Convention Center are required to provide NBAA with certificates of insurance evidencing the following:

• Comprehensive general liability insurance, including broad form contractual liability coverage, with limits of at least $5,000,000 combined single limit, per occurrence, for bodily injury and property damage, at least $1,000,000 for products-completed operations aggregate, at least $1,000,000 for personal and advertising injuries and at least $50,000 for fire damage
• Aircraft liability insurance with limits of at least $5,000,000 combined single limit, per occurrence, for bodily injury and property damage including passengers
• Aircraft hull (all risk) insurance for the full replacement value of the aircraft
• Workers’ compensation insurance in accordance with statutory limits and employers’ liability with limits of at least $1,000,000 per accident
• For exhibitors that will own or operate any motor vehicles inside the LVCC, automobile liability insurance with limits in an amount adequate to cover all of the exhibitor’s motor vehicles but not less than $1,000,000.

All insurance must be primary and noncontributory to any other insurance coverage and each exhibitor shall obtain a waiver of subrogation on each policy in favor of the additional insured parties. National Business Aviation Association, Inc.; Las Vegas Convention and Visitors Authority; and Freeman its officers, directors, officials, agents and employees must each be named as additional insured on the liability insurance policies to the limits of each policy, even if those limits are in excess of the above requirements.

Exhibitors must email their certificates of insurance to exhibits@nbaa.org by Aug.18, 2023.

Internet/Telephone Service

• Internet service in the exhibit halls will not be provided by NBAA.
• If internet access is needed for an exhibitor’s booth, they must order service through Cox Communications, the exclusive provider of internet and telephone service at the Las Vegas Convention Center.
• Limited Wi-Fi service will be available in the public areas.

Security

• While NBAA-BACE exhibits are open, a limited amount of perimeter security staff will be provided.
• Notwithstanding the foregoing, NBAA and the Las Vegas Convention Center will not be liable for loss or damage to exhibitor’s property, as further provided in the NBAA-BACE Exhibitor Contract Terms & Conditions.
• Exhibitors are advised to obtain additional insurance coverage in advance to cover losses such as theft and damage to property.
• Exhibitors should ensure valuables are secured with lock and key.

Waste Removal

Exhibitors and exhibitor appointed contractors (EACs) are responsible for maintaining a safe and clean environment during move-in and move-out. A clean floor policy will be enforced. More information will be provided in the Exhibitor Service Kit. Exhibitors will be billed accordingly by the Las Vegas Convention Center. In order to limit costs for waste removal, it is recommended that exhibitors and stand builders use recyclable materials for stand construction whenever practical.
