2012 Democratic (DNC) Convention TFR Information

The TFR NOTAMS have been released for the Charlotte, NC area during the Democratic National Convention (DNC) on September 3-6, 2012. Below, operators will find information on the individual TFRs, along with TSA screening procedures and gateway airport information.

Additional TFRs in the Charlotte, NC area are possible between September 3-7, 2012 due to the President’s and Vice President’s expected presence in the area during the DNC.

Members are strongly advised to check NOTAMS in advance of any flights to Charlotte during the convention.

Democratic National Convention: Charlotte, NC

In summary, GA operations are prohibited at Charlotte international Airport (CLT) during the specified dates/times:

  • from 1500 local (1900z) until 2359 local (0359z/05) on September 4, 2012
  • from 1415 local (1815z) on September 5 until 1200 local (1600z) on September 7, 2012

Additional TFRs in the Charlotte, NC area are possible between September 3-7, 2012 due to the President’s and Vice President’s expected presence in the area during the DNC.

A 10 nautical mile TFR ring centered on CLT073005.4 prohibits GA Operations at Charlotte International (CLT) from 1500 local (1900z) until 2359 local (0359z/05) on September 4, 2012. *** Please note, due to the proximity to this TFR, some approaches and departure paths may be severely restricted at Concord Regional (JQF) during these times. ***

A 30 nautical mile TFR ring centered on CLT073005.4 has additional restrictions between the 10 nautical mile and 30 nautical mile areas from 1500 local (1900z) until 2359 local (0359z/05) on September 4, 2012.

(FDC NOTAM 2/9878) - (RE-ISSUED)

This NOTAM replaces 2/5994 due to a change in the start time.

Please note – TSA screening times have NOT changed and all previously issued waivers that referenced FDC NOTAM 2/5994 are considered valid under this NOTAM.

A 10 nautical mile TFR ring centered on CLT073005.4 prohibits GA Operations at Charlotte International (CLT) from 1415 local (1815z) until 0100/06 local (0500z/06) on September 5, 2012 and again from 0800 local (1200z) until 2359 local (0359z/07) on September 6, 2012. *** Please note, due to the proximity to this TFR, some approaches and departure paths may be severely restricted at Concord Regional (JQF) during these times. ***

A 10 nautical mile TFR ring centered on CLT150009.1 prohibits GA operations at Charlotte International (CLT) from 1415 local (1815z) on September 5, 2012 until 1200 local (1600z) on September 7, 2012, unless aircraft have complied with TSA Gateway Airport screening procedures. *** Please note, due to the proximity to this TFR, some approaches and departure paths may be severely restricted at Charlotte Monroe Executive (EQY) and York County (UZA) during these times. ***

A 35 nautical mile TFR ring centered on CLT073005.4 has additional restrictions between the 10 nautical mile and 35 nautical mile areas from 1415 local (1815z) on September 5, 2012 until 1200 local (1600z) on September 7, 2012.

A 3 nautical mile TFR ring centered on CLT073005.4 does not prohibit GA operations at any airports, but prevents GA operations inside the 3 nautical mile ring during the following times, unless aircraft have complied with TSA Gateway Airport screening procedures (see FDC NOTAMs 2/5989 and 2/5994):

  • from 1200 local (1600z) until 1700 local (2100z) on September 2, 2012
  • from 1100 local (1500z) until 1900 local (2300z) on September 3, 2012
  • from 0900 local (1300z) until 1500 local (1900z) on September 4, 2012
  • from 0900 local (1300z) until 1500 local (1900z) on September 5, 2012

Gateway Airport Information

Aircraft not operating under a TSA approved standard security program, who wish to arrive or depart Charlotte/Douglas International (CLT) while the TFR is in effect, can arrange for TSA screening. However, TSA screening must be arranged at least 24 hours in advance of the planned arrival or departure by calling TSA at 704-916-2200.

For arrivals into CLT, TSA screening can be arranged at Piedmont Triad International (GSO) and Greenville-Spartanburg International (GSP) which are the gateways for this TFR.

For departures out of CLT, screening must occur immediately prior to departure. The official times that TSA screening will be available will be released in the NOTAM.

TSA Screening will be available at GSO, GSP, and CLT during the following times:

  • September 4 from 1500-2359 local
  • September 5 from 1500-0100 local
  • September 6 from 0800-2359 local

TSA Screening will be available at CLT beginning at 0800 local on September 7 and will be made available as long as required for CLT departures.

Please note that there will NOT be TSA screening available at GSO and GSP after September 6 at 2359 local.

General Information on Gateway Airport Operations

As noted above, all aircraft requiring security screening at a gateway airport must register with the TSA telephonically at least 24 hours prior to the planned flight.

TSA security screening at the gateway locations will consist of ID verification of all passengers and crew, watchlist matching, physical screening of persons and baggage and inspection of the aircraft. Positive pilot identification procedures will be in effect during this TFR.

Special ATC procedures and routes to and from this airport may be assigned prior to departure from a gateway airport. Upon departing the gateway airport, all aircraft must be on a VFR or IFR flight plan, maintain radio contact with ATC and continuously squawk an ATC-assigned discrete transponder code. Intermediate stops are not authorized unless there is an emergency. If an intermediate stop occurs, aircraft will be required to return to a gateway airport to be re-screened prior to continuing flight into the TFR.
