NBAA's Bolen Participates in Rural Missouri Aviation Town Hall Hosted by Rep. Graves
Tarkio, MO was the venue past weekend for an annual aviation town hall meeting and an air show, courtesy of Rep. Sam Graves (R-6-MO). NBAA President and CEO Ed Bolen, as in years past, participated in the town hall meeting at the event, along with other aviation advocates and members of the U.S. House of Representatives. "Our thanks to Rep. Graves for this annual event, which provides an opportunity to hear from aviation supporters from across the Midwest and beyond and to share our views with congressional lawmakers," said Bolen. "As co-chair of the House General Aviation Caucus and a member of the House Transportation and Infrastructure Committee and its aviation subcommittee, Rep. NBAA Welcomes House Vote to Make Accelerated Depreciation Permanent
The U.S. House of Representatives last week passed legislation that would permanently allow businesses to write off 50 percent of a qualified investment's value in the year in which it is acquired. This tax incentive is widely credited with expanding U.S. business investments, including purchases of aircraft for business use. "This action by the House recognizes that providing a predictable tax incentive to businesses to invest provides many benefits, including economic growth and job creation," said NBAA President and CEO Ed Bolen. In April, the Senate Finance Committee approved a legislative package containing tax provisions that included a two-year retroactive extension of accelerated depreciation through 2015. Association Commends Sen. Inhofe on Second Pilot's Bill of Rights
NBAA welcomes efforts by U.S. Sen. Jim Inhofe (R-OK) to introduce reforms focused on the concerns of pilots and others in the general aviation (GA) community, while enhancing the safety and efficiency of GA operations in the U.S. The senator recently outlined his Pilot's Bill of Rights 2 (PBOR2) on his official website, with the stated goal of continuing to address unfair practices and regulations toward the aviation industry. "Just as NBAA welcomed passage of Sen. Inhofe's Pilot's Bill of Rights two years ago, we support the senator's intentions in the PBOR2, which contains provisions that would be beneficial to our members in the business aviation community," said Dick Doubrava, NBAA vice president, government affairs. Safety Committee to Release Airport Safety Assessment Tool
To enhance airport operations safety, NBAA's Safety Committee's Airport Safety Working Group is in the final stages of developing a new tool designed to help operators assess safety risks at airports around the world. In its current pre-release form, the Airport Audit Tool is a seven-page checklist designed for use by flight crews prior to arrival at an airport with which they have no experience. NBAA Resource Clarifies Net Investment Income Tax Regulations
The Treasury Department and the IRS recently published final regulations implementing the net investment income tax (NIIT), which was enacted as part of the 2010 healthcare overhaul. The NIIT imposes a 3.8-percent tax on the investment income of certain individuals, estates and trusts. The final regulations revise and clarify several issues in the 2012 proposed rules that will affect many common airplane leasing arrangements. The NBAA Tax Committee has prepared a new resource on the final NIIT regulations for Members. Download and review the new Tax Committee resource .

With Light Aircraft, Stadium Builder Takes the Field in 50 States
With just 160 employees, Southern Bleacher Company builds everything from university football stadiums to little league ballparks. Established in 1946, the family-run, small-town company completes an average of 300 jobs a year across the country. To better serve customers in smaller communities, Southern Bleacher flies two six-seat aircraft: an Embraer Phenom 100 and a piston-powered Piper Malibu Mirage. "While in our aircraft," said Chief Pilot Jim McIrvin, "a construction crew could be reviewing a plan to troubleshoot a situation at a job site." Latin American Operations in View as LABACE Approaches
The business aviation community, including NBAA representatives, is preparing to participate in the Latin American Business Aviation Conference & Exhibition (LABACE), to be held by the Associacao Brasileira de Aviacao Geral (ABAG) from Aug. 12 to 14 at Congonhas Airport in São Paulo, Brazil. Doug Carr, NBAA's vice president of regulatory and international affairs, will attend on behalf of NBAA's Member Companies, and the Association will have a booth at the show. "It's important that NBAA Members have representation at LABACE, since Latin America is a significant part of the business portfolio for many of our members," said Carr. Read more about LABACE .

NBAA Hosting July Webinar on New Requirements for Commercial Charter to Europe
This May, a new European Aviation Safety Agency (EASA) regulation went into effect that requires all non-European commercial air carriers operating to, from or within Europe to obtain EASA authorization. NBAA on July 30 will host a webinar that covers the new requirement – including many aspects of the application process and the reviews that EASA will conduct – with an opportunity for questions and answers. The webinar will be conducted by Andreas Cordes, EASA team leader, third-country operators, and moderated by Doug Carr, NBAA vice president, regulatory and international affairs. PNBAA, NBAA Make Progress on Washington State 'Tax Avoidance' Rule
After consulting with business aviation advocates, the Washington state Department of Revenue (DOR) began the rulemaking process on July 1 for clarifying the state's tax avoidance law and addressing industry concerns. Passed in 2010, the law was designed to allow DOR to disregard the sale-for-resale tax exemption for transactions the legislature identified as "unfair tax avoidance." Under the law, DOR can ignore leasing structures commonly used by business aircraft operators, and assess sales tax of up to 9.5 percent on the purchase price of an aircraft, in addition to tax avoidance penalties. The Pacific Northwest Business Aviation Association (PNBAA) and NBAA have been working to educate DOR on the negative impacts of the law. Read about the next steps in the rulemaking process .

NBAA Welcomes Launch of New Tennessee Regional Business Aviation Group
Business aviation is about to have a new voice in the state of Tennessee, as an advocacy group is forming to represent the industry in the Volunteer State. "To the best of our knowledge, there hasn't been anything like this in the state before," said Thomas Tate, president of the newly minted Tennessee Business Aviation Association. New York Center Changes Flight Plan Filing Guidance During Severe Weather
FAA ATC at New York Center has changed the way it prefers operators file their route during a severe weather avoidance plan (SWAP) event. In the past, New York Center has requested operators file preferred or normal routes, with the expectation that ATC (via the New York Center PIT) would provide a reroute around the convective weather. New York Center is now asking operators to file what they estimate to be the most effective route for their flight, utilizing convective forecast products and taking into consideration their business need and operational capabilities. Applications Due Aug. 22 for NBAA Charities' Inaugural Eddie Queen Scholarship
NBAA Charities, in conjunction with Signature Flight Support, has created the Eddie Queen Business Aviation Management Scholarship for undergraduate students. The scholarship honors the memory of Queen, a Signature line service technician who demonstrated a passion for aviation and customer service for more than 58 years. In Queen's honor, NBAA and Signature will annually award $2,500 to an undergraduate student enrolled in an aviation management program at a University Aviation Association member school. Risk Assessment of Airports an Important Tool in Safe Operations

The Airport Audit Tool, which is now in the final stages of development, is designed to standardize the process of identifying and assessing risks that are unique to each airport operating environment, said NBAA Airport Safety Working Group Leader Bob Conyers. "Consider it a PIREP [pilot report] about any kind of condition you might find at the airport," he said. "That's why we decided to create a risk assessment tool.
