NextGen Benefits Must Be Available to All GA Stakeholders, Bolen Tells Senate Hearing
In written testimony submitted at a congressional hearing last week on the state of progress toward implementation of the Next Generation "NextGen" aviation system, NBAA President and CEO Ed Bolen outlined several technical issues that pose challenges to the industry. He also reiterated the concern that general aviation (GA) operators may be subjected to unanticipated financial costs in attempting to comply with a specific equipage mandate from the FAA. "We value our collaborative relationship with the FAA and believe that, working together, we can help make implementation of NextGen work for the aviation industry and the country as a whole," Bolen stated. "That said, for all of the benefits we know NextGen will provide, it is clear that some challenges exist with regard to its implementation." NBAA Releases New Aircraft Transactions Guide for Business Airplane Buyers and Sellers
NBAA has released a new publication for anyone considering buying or selling a business airplane: the NBAA Aircraft Transactions Guide. The guide was developed with contributions from the NBAA Tax Committee and operators with experience in business aircraft transactions. "Acquiring a business aircraft involves careful regulatory, tax and financial planning, as well as considerations of how to shape the transaction and the ownership structure," said Scott O'Brien, NBAA senior manager for finance and tax policy. "This guide provides an introduction to those issues and organizes all the key elements of an aircraft transaction in one source." Read more about the new NBAA Aircraft Transactions Guide .

Association Welcomes Nomination of Christopher Hart as NTSB Chair
NBAA President and CEO Ed Bolen last week welcomed the announcement, issued June 26, that President Obama has nominated Christopher Hart as chair of the National Transportation Safety Board (NTSB). "NBAA commends the President for nominating Chris Hart as NTSB Chair," Bolen said. "He has held several government positions focused on transportation, and we know from our work with him that he understands the importance of general aviation to America's transportation system and its economy. He is also someone who views regulatory proposals with a solid understanding of the unique operating characteristics of business aviation." Read more about Hart's nomination as NTSB chair .

NBAA Thanks Kathleen Blouin for Decades-Long Success in Building Business Aviation's World-Leading Events
NBAA President and CEO Ed Bolen today announced that Kathleen Blouin, senior vice president of conventions and forums, is stepping down from her position after 22 years with the Association. Blouin will continue to serve as a senior consultant to the Association. "For those of us fortunate enough to be in this industry, Kathleen has, quite literally, changed the world," said Bolen, citing Blouin's outstanding record of accomplishment. FAA's 'Got Weather?' Resource Helps Pilots Better Understand Thunderstorms
Because unique weather conditions are associated with summer, now is a good time for a reminder about a new online FAA safety resource that provides tips for pilots dealing with the season’s thunderstorm activity. Launched by the agency in May with the support of aviation groups, including NBAA, the "Got Weather?" initiative offers information about a variety of weather-related phenomena, ranging from agency publications to news articles and other resources from across the aviation community. Nine More Mayors Acknowledge Value of General Aviation, Including Business Aviation
An increasing number of mayors and top local officials from around the country are confirming the value of general aviation (GA), including business aviation, in their communities, with an additional nine city leaders recently issuing GA Appreciation Month proclamations. These announcements bring to 71 the number of General Aviation Appreciation Month proclamations made by top city officials so far this year. In 2013, just 16 mayors issued such proclamations. Schedulers Have Fatigue-Mitigation Strategies for Working 'the Back Side of the Clock'
When the mission is an international flight, schedulers back home often have to be on call 24/7 and work during the "circadian low" (from roughly 2 to 6 a.m.), when human error is more likely to occur. "Schedulers are on call for days on end, making decisions that affect the entire mission, and they need to think of their own fatigue," said Leigh White, president of Alertness Solutions. "When their decision-making is impaired, it increases the risk for the whole operation." NBAA Provides Guidance on New European TCO Application Rule
The European Aviation Safety Administration (EASA) last month began accepting applications for its new third-country operator (TCO) authorization, which requires commercial air transport operators from outside the European Union (EU) to receive a single EU-wide safety authorization to fly to, from or within the EU. The new requirement applies to all airlines and charter operations, including U.S. FAR Part 135 and other commercial operators. EASA has reported numerous discrepancies in application submissions. NBAA hosted an informative webinar earlier today with EASA representatives to discuss the TCO application process and address any operator concerns, and it also maintains a TCO resource page. Regional Business Aviation Leaders Learn From Peers at Second Annual Roundtable
Business aviation group leaders who attended the second annual NBAA Regional Leadership Roundtable in San Antonio this month deemed the event to be even more fruitful than the first. Approximately half of the regional business aviation groups in the United States were represented at the event. "Frankly, it's invaluable," said Ed Vesely of Welsch Aviation in Houston, who hopes to start a regional business aviation group in that city. Wheeler Downtown Airport Runway Construction Scheduled Through September
Runway 03/21 at Charles B. Wheeler Downtown Airport (MKC) in Kansas City, MO is closed for a runway and taxiway construction project with a planned completion date of Sept. 30. Along with Runway 03/21, there are several taxiway closures. The primary Runway 01/19 remains available. Operators should monitor the NOTAMs for current runway and taxiway closure dates and times. Do you know a scheduling or dispatching professional who has demonstrated a continuous history of extraordinary participation in or in support of scheduling and dispatching functions? NBAA Members are encouraged to submit nominations for the NBAA Schedulers & Dispatchers Outstanding Achievement and Leadership Award, which will be presented on Feb. 4 at the 2015 NBAA Schedulers & Dispatchers Conference (SDC2015) in San Jose, CA. The award recognizes an individual who shares outstanding business aviation industry expertise, provides extraordinary service, exhibits leadership and has made significant contributions to the scheduling and dispatching function. This month, NBAA gathered regional business aviation group leaders together in San Antonio to identify universal challenges and share tips for success. “I learned that a lot of people are struggling with the same issues that we are – especially in the succession area,” said Marj Rose, co-founder of the North Texas Business Aviation Association, offering one example of a shared challenge. “I think we do have to be open to different ideas and probably be more proactive in mentoring people to be our replacements.” Learn more about the highlights of NBAA’s 2014 Regional Leadership Roundtable in this week's NBAA Flight Plan podcast.
