In House Briefing, Bolen Thanks House GA Caucus for Steadfast Opposition to User Fees
NBAA President and CEO Ed Bolen last week thanked leaders of the House General Aviation (GA) Caucus for their continued support of "one of America's greatest industries," and he repeated opposition to proposals that would be harmful to general aviation, including user fees. Bolen provided his comments in a briefing conducted for Capitol Hill staff with House lawmakers serving in, or interested in joining, the GA Caucus. "General aviation provides over 1.2 million jobs – good manufacturing and service jobs – and also supports tens of thousands of American businesses," Bolen explained to a capacity crowd in a Capitol Hill hearing room. "General aviation serves the nation's communities by providing vital air transportation, and also helps in times of need, by providing medical evacuations and responding to natural disasters." Bolen Tells Congress: Support for Airports Must Remain a National Priority
Sustained investment in the nation's airport infrastructure and a continuing view of all airports as part of a national aviation-transportation network are necessary to maintain America's world-leading aviation system, NBAA President and CEO Ed Bolen told lawmakers in written testimony submitted at a congressional hearing last week. "Airports are a key component in our transportation system, and they are a very important element in business aviation operations," Bolen said in his testimony, provided for a hearing held by the U.S. House of Representatives Subcommittee on Aviation. "There are about 5,000 public-use airports in the U.S., and business aircraft are able to fly into most of them. Business aviation relies heavily on secondary and tertiary airports." Five Questions for NBAA's Doug Carr on the Status of FAA's Sleep-Apnea Testing Proposal
At the beginning of 2014, there was much concern in the aviation community and on Capitol Hill regarding the FAA's controversial proposal to require certain pilots to undergo testing for obstructive sleep apnea before receiving a medical certificate. What's the status of this issue, and how has NBAA been involved in the matter? Doug Carr, NBAA's vice president of regulatory and international affairs, recently provided an update on the Association's efforts on behalf of pilots who might have faced at least the temporary loss of their medical certification based on the proposed requirement. Nine States Issue Aviation Appreciation Proclamations in June
Nine governors this month issued official statements of support for aviation, including business aviation. Proclamations were issued in Colorado, Delaware, Idaho, Illinois, Indiana, Nevada, South Dakota, Washington and Wyoming. All 50 states have officially recognized the value of general aviation, including business aviation, through proclamations incorporating themes that are also at the center of the No Plane No Gain advocacy campaign. Regional Groups Deliver Results on State Tax Issues
In states from Massachusetts to Missouri, burdensome taxes on aviation are being repealed, and favorable regulations enacted, due in part to the growing clout of regional aviation organizations. "Regional aviation groups are becoming more effective at communicating with their elected officials about the importance of business aviation," said Steve Hadley, NBAA director of regional programs. NBAA Hosting Free Webinar on New Requirements for Commercial Charter Operators Heading to Europe
A new European Aviation Safety Agency (EASA) regulation went into effect in May that requires all non-European commercial air carriers to apply for and receive specific EASA authorization to conduct commercial operations to, from or within Europe and overseas territories subject to EASA oversight. NBAA on July 30 will host a webinar that covers the new requirement – including many aspects of the application process and the reviews that EASA will conduct – and provides an opportunity for questions and answers. The webinar will be conducted by Andreas Cordes, EASA team leader, third-country operators, and moderated by Doug Carr, NBAA vice president, regulatory and international affairs. Traffic Management Initiatives Expected for Allen & Company Sun Valley Conference
The annual Allen & Company Sun Valley Conference for the media, finance and technology industries is scheduled for July 8 to 13 in Sun Valley, ID. Due to high expected demand and parking constraints at Friedman Memorial Airport (SUN) in Hailey, ID, operators using the airport during those dates are strongly encouraged to contact the FBO, Atlantic Aviation, with their arrival and departure plans. Operators can also expect possible FAA air traffic management initiatives such as ground delay programs and ground stops, as well as structured routes in and out of SUN during the conference. Scholarship to Honor Former Business Aviation Flight Attendant Dale 'Potsy' McBurney
NBAA Charities last week announced plans to create a scholarship to honor the late Dale "Potsy" McBurney, a former business aviation flight attendant, flight attendant trainer and member of the NBAA Flight Attendants Committee. The announcement was made at NBAA's Flight Attendants/Flight Technicians Conference, which was held from June 19 to 21 in West Palm Beach, FL. Funds collected for the scholarship will be used to support flight attendants seeking professional development in their careers as business aviation flight attendants. Applications and specific use of the funds will be announced later this year. Read more about this proposed scholarship .

Tomorrow's NBAA Webinar Features FAA Safety Expert on Runway Excursions
Al Gorthy, assistant manager of the FAA's Central Region Runway Safety Office, will discuss "Runway Excursions: The Business Aviation Perspective" during an NBAA webinar tomorrow, June 24. The webinar will focus on risks such as human factors that can contribute to runway excursions. Gorthy will use scenarios to demonstrate how performance parameters affect pilots' ability to avoid runway excursions and other incidents. NBAA Keeps Members Up-to-Date on FAA's Sleep-Apnea Proposals

The FAA guidance on sleep-apnea testing still is going through a review. "When the FAA is ready to share it, we'll make sure that our Members are aware of it and able to participate in the comment process that follows," said Doug Carr, NBAA's vice president of regulatory and international affairs.
