NBAA Joins Effort to Renew Tax Incentive for Business Aircraft Purchases
NBAA and more than 150 other associations and coalitions have signed a letter to the U.S. Senate urging swift passage of a bill to restore a host of tax incentives that expired in 2013, including accelerated depreciation on purchases of business aircraft. "These tax provisions benefit a wide range of taxpayers, including associations, businesses, individuals, community development organizations and non-profit organizations and are important to U.S. jobs and the broader economy," the letter states. "The lack of timely action to extend these provisions injects instability and uncertainty into the economy and weakens confidence in the employment marketplace." Spearheaded by the National Association of Manufacturers, the letter was sent electronically last week to every senator's legislative director. Read more about efforts to renew the tax incentive .

NBAA Commends U.S. House Committee for Fueling General Aviation's Future
The U.S. House Appropriations Committee last week approved funding to support the transition to unleaded aviation gasoline (avgas) for piston-engine aircraft, and NBAA commends the committee for its support of a fuel that is critical to general aviation's future. The committee approved $6 million to fund the transition from today's leaded aviation gasoline (100LL) to an unleaded aviation gasoline now being researched. This funding, when it receives final approval, will sustain the transition's multi-year path to operational deployment. Read more about the funding .

New International Standard for Business Aviation Ground Handling Launched
The International Business Aviation Council (IBAC) and the National Air Transportation Association (NATA) announced last week during EBACE2014 the creation of the International Standard for Business Aircraft Handling (IS-BAH). IS-BAH follows the structure of IBAC's successful International Standard for Business Aircraft Operations (IS-BAO) program, and also leverages the NATA Safety 1st Ground Audit Program. "The IS-BAH program will help ensure registered ground handling organizations are conducting their operations under a set of standardized best practices," said Jim Cannon, IBAC's IS-BAO program director. "It will also help business aircraft operators using those facilities to verify that the organization has incorporated SMS processes." Learn more about IS-BAH .

EASA Implements New Requirements for Third-Country Operators
In order to establish common safety rules across the European Union (EU), the European Aviation Safety Agency (EASA) now requires commercial third-country operators (TCOs) to obtain authorization before flying to EU member states and territories. The new registration requirement was implemented in July 2013 and applies to commercial air transport operators, including airlines and charter operators. TCOs must demonstrate compliance with International Civil Aviation Organization standards and apply at least 30 days prior to the intended operation. For more details on the risk-based approval process, including how long a TCO is valid, read the digital edition of Business Aviation Insider .

Aviation Groups Fighting for East Hampton Airport
The Eastern Region Helicopter Council (ERHC), is among the aviation organizations fighting to maintain access to New York's East Hampton Airport (HTO), even in the face of adverse court rulings and ongoing pressure from local residents who complain of noise from helicopters, jets and seaplanes. "They’ve already increased landing fees 20 percent for jets and helicopters," said Jeff Smith, vice president of ERHC. "The numbers don’t add up. They're trying to limit or eliminate helicopters and jets, but more than 50 percent of their revenue comes from those aircraft. They're trying to kill the airport." Listen to this week's NBAA Flight Plan podcast for more on HTO .
