NBAA Sets Washington Newspaper Straight on Business Aviation
In an op-ed piece published last week by the Washington Examiner, NBAA President and CEO Ed Bolen corrected a mischaracterization the newspaper put forward in labeling long-standing policies on the purchase of business aircraft as a "loophole." "Some in Washington are trying to score political points by characterizing business aviation as a convenience, or even a luxury, rather than a necessary tool for competitiveness," Bolen wrote, adding that in fact, "for businesses, an aircraft is as much of a necessity as a computer. That's why when a company buys its own aircraft, it depreciates in the same way as other comparable business investments, including cars, trucks, bulldozers and computers." Bolen to Represent Business Aviation at Air Traffic Controllers' Annual Conference
NBAA President and CEO Ed Bolen will join other aviation leaders in a panel discussion focused on the major issues and trends confronting the industry on Wednesday, March 26 at the National Air Traffic Controllers Association's (NATCA's) Communicating for Safety Conference, which opens today in Las Vegas, NV. Joining Bolen on the "Aviation Industry Leadership Panel" are: Paul Rinaldi, president, NACTA; Sean Cassidy, first vice president, Air Line Pilots Association International; Roger Cohen, president, Regional Airline Association; Teri Bristol, COO, FAA Air Traffic Organization; and Mark Baker, president and CEO, Aircraft Owners and Pilots Association. The moderators will be Trish Gilbert, executive vice president, NACTA, and David Grizzle, Dazzle Partners LLC. NBAA to Participate in Texas General Aviation Jobs Rally
The importance of general aviation, including business aviation, to Texas and the national economy will be the focus of a rally at Dallas Love Field airport on Friday, March 28, and NBAA's Dick Doubrava, vice president, government relations, is looking forward to being there to help support the advocacy effort. "We'll be down there as part of the general aviation family, and on behalf of the strong business aviation presence in Texas," said Doubrava, adding that NBAA has many members at Love Field. General Aviation Manufacturers Association President and CEO Pete Bunce will host the event, and a number of representatives in the state's congressional delegation are scheduled to speak. Recipients of 2014 General Aviation Awards Announced
Four aviation professionals from across the United States have been selected to receive the 2014 General Aviation Awards for their contributions to flight instruction, aviation maintenance, avionics and flight safety. The winners are: Howard William Wolvington, Max Lloyd Burnette, David Brian Kocak and Richard Loren Stowell Jr. The honorees will receive plaques from the FAA in July at EAA AirVenture 2014 in Oshkosh, WI, and their names will be added to the permanent plaque located in the lobby of the EAA AirVenture Museum. ND, NH Governors' Proclamations Reaffirm Support for Business Aviation
Gov. Jack Dalrymple of North Dakota and Gov. Margaret Wood Hassan of New Hampshire both issued proclamations this month reaffirming their support for general aviation, including business aviation. Each proclamation contains several of the values detailed in the No Plane No Gain advocacy campaign. To date, 49 states have officially recognized the value of GA and business aviation, with all proclamations including at least some of the basic tenets of the No Plane No Gain campaign, which was launched in early 2009. FAA Reconsidering OSA-Screening Requirement in Wake of Protests
The FAA blindsided the aviation community late last year by sidestepping the formal rulemaking process and announcing that some pilots would soon be required to undergo screening for obstructive sleep apnea (OSA) prior to receiving a medical certificate. "The FAA was preparing to roll out a major new requirement on pilots without providing a data-driven justification for the policy, explaining its costs and benefits or giving any means for [industry] feedback," said NBAA's Doug Carr. Following a prompt response from NBAA and industry stakeholders, the agency has been compelled to revisit its plans. U.S. Customs Approves Second General Aviation Preclearance Facility Overseas
International business aircraft operators flying to the United States have a new option for preclearance inspection by U.S. Customs and Border Protection. On March 20, the agency officially designated Reina Beatrix International Airport (TNCA) in Oranjestad, Aruba as an authorized preclearance location for general aviation (GA) aircraft transporting up to 19 passengers and crewmembers. Preclearance on foreign soil allows vetting of crew and passenger information, baggage, any animals onboard and agricultural items prior to the aircraft's departure for the U.S. Learn more about the new preclearance facility in Aruba .

ABACE2014 Will Serve as Launching Pad for IBAC Efforts in Asia
The International Business Aviation Council (IBAC) is hitting the road next month, hoping to forge alliances with business aircraft operators in several key venues, including the 2014 Asian Business Aviation Conference & Exhibition (ABACE2014). On April 14, the day before ABACE2014 gets underway in Shanghai, China, IBAC and NBAA will be among the sponsors of a half-day safety stand down. The following week, IBAC Director General Kurt Edwards and others will meet with business aircraft operators in Singapore, Hong Kong and Jakarta to talk about issues that range from safety to regulation. Economy-Boosting New York GA Sales Tax Exemption Moves Closer to Passage
In New York, a years-long effort to pass the Aviation Jobs Act, establishing a sales- and use-tax exemption for GA aircraft, is closer to succeeding than ever before. The state Senate has included the exemption in its proposed budget, and a joint conference committee with the state Assembly is meeting to finalize the budget. "Including the exemption in the budget proposal shows how committed state Senate leaders are to boosting New York's economy by supporting their aviation industry," said NBAA Senior Manager of Finance and Tax Policy Scott O'Brien. Sixty-Day Runway Closure at Newark Liberty Starts April 1
The longest runway at Newark Liberty International Airport (EWR), Runway 4L/22R, will be closed for a rehabilitation project for 60 days beginning on April 1. Reduced arrival and departure rates are expected during the closure, with delays likely during times of peak demand. Runway 11/29 is expected to see increased demand during the 60-day period, which may affect operations at Teterboro (TEB) and Morristown Municipal (MMU) airports. Additional closures of Newark's Runway 4L/22R are planned through the summer, however those will be scheduled during overnight hours. NBAA's MMC2014 Promises High-Caliber Education Sessions, Register Now for Early-Bird Rate
The NBAA Maintenance Committee has once again planned a dynamic program for the 2014 NBAA Maintenance Management Conference (MMC2014), set for April 22 to 24 in Tampa, FL. CAM Governing Board Calls for Nominations
NBAA's Certified Aviation Manager (CAM) Governing Board is seeking nominations for CAMs interested in serving on the board as directors. Any CAM in good standing may be nominated for a director position. The three-year term for new directors will begin at this October's governing board meeting. Nominations may be submitted in writing by May 15 to Jay Evans, NBAA governing board administrative director, at jevans@nbaa.org .

Association Seeks Candidates for Several Positions, Internships
NBAA is hiring for a member service representative and two paid summer internships. The member service representative serves as the primary communications link between the Association and Members, providing the highest standard of customer service while handling day-to-day issues such as updating Member profile information. The summer internships are open to undergraduate students. The operations intern should have an interest in business aviation, issues faced by flight departments and how aviation associations work with federal regulators. The marketing and member services intern should be pursuing a career in marketing and demonstrate an interest in trade associations and the business aviation industry. NBAA Announces Recipients of 2014 International Operators Scholarship
NBAA last week announced the selection of three recipients of the 2014 International Operators Scholarship. The recipients are Gregory Frister, Brad Kitchen and Kedric Elmore. The International Operators Scholarship is valued at $10,000 and designated for use for professional development toward careers in business aviation that are related to international operations. NBAA will offer a Technical Operations Manual Workshop in conjunction with April's MMC2014. This NBAA Professional Development Program (PDP)-approved course shows participants how to create a document detailing a flight department's aircraft maintenance, ground and hangar operations. A well-crafted technical operations manual ensures clarity for maintenance responsibilities and accountabilities. Presented by AeroTechna Solution's Len Beauchemin on April 25, the workshop will cover FAA requirements and integration with the International Standard for Business Aircraft Operations (IS-BAO).
