NBAA 'Climb Via' Training Presentation Addresses Upcoming Phraseology Changes
The NBAA Access Committee recently developed an extensive training presentation to foster better understanding of the new "climb via" and "descend via" instructions that will go into effect on April 3. "We came within 48 hours of implementing climb via back in August 2012," said NBAA Access Committee member Rich Boll. "However, there was a high level of misunderstanding throughout the industry about the process – particularly about speed adjustments, and how pilots would react to changing speed clearances – that needed to be addressed before the process could go live." Following extensive consultation with the FAA's Performance-Based Navigation Aviation Rulemaking Committee (PARC), on which the NBAA Access Committee participated, the agency issued revised guidance that will go into effect this spring. Airport Managers Reminded to Submit A/FD Edits Through FAA Portal
NBAA and the FAA remind airport managers and professionals responsible for updates to the Airport/Facility Directory (A/FD) to submit any revisions through the FAA's online National Flight Data Center (NFDC) portal. This process for updating airport records, which is outlined on the inside front cover of each A/FD, ensures that the appropriate FAA office receives the necessary changes. For instructions on submitting changes and the online form, visit the NFDC public use airport data change web page .

GAMA: General Aviation Aircraft Deliveries Rose in 2013
General aviation aircraft shipments rose across the board in 2013, but the increases varied widely by market segment, ranging from a less than 1-percent increase in business jet shipments to a more than 10-percent jump in turboprop shipments, the General Aviation Manufacturers Association (GAMA) reported last week. Despite the modest 4.3-percent gain in total aircraft shipments, billings jumped 24 percent to $23.4 billion, the second-highest annual total since the U.S. economy fell into recession in 2008. NBAA Lands in Anaheim for Heli-Expo 2014
The attention of the global rotorcraft community will be on Anaheim, CA this week as Helicopter Association International (HAI) presents its annual Heli-Expo convention from Feb. 24 to 27. As in years past, NBAA staff will be on hand throughout the show to meet with both NBAA Members and event attendees to discuss matters affecting the business aviation and rotorcraft industry. In addition to the Association's presence on the show floor, NBAA President and CEO Ed Bolen is scheduled to participate in the General Aviation Association CEO Town Hall, and complimentary copies of NBAA's magazine, Business Aviation Insider, will be available. New Web Application Enhances NBAA Air Traffic Services Process
A new web-based application developed by NBAA has proven to be a tremendous boon in the effort to streamline the process of exchanging information between NBAA Air Traffic Services (ATS) and its subscribers. ATS monitors both the airspace and the flights submitted by subscribers, then helps operators avoid problems and delays with routing and timing suggestions. With the advent of a new web-based application, those services are easier to use than ever before, according to NBAA Air Traffic Management Specialist Jim McClay. February Marks Fifth Anniversary of No Plane No Gain Advocacy Campaign
This month marks the fifth anniversary of the launch of the No Plane No Gain advocacy campaign, a joint effort of NBAA and GAMA to educate the public on the importance of business aviation. Since the launch of No Plane No Gain, NBAA and GAMA have been taking this positive message about business aviation directly to Capitol Hill and state legislatures, and the message is resonating with government officials. "We can pick up a passenger at our Farmington, CT pad and be in midtown Manhattan 35 minutes later," explained Paul Anderson, vice president of United Technologies' flight department, on why their operation uses helicopters. "That would be a three-hour trip by car." European Aviation Leaders to Speak at EBACE2014 Opening Session

Northwest Aviation Groups Join Together in Advocacy Efforts
There's been an increased level of aviation advocacy in both Washington state and Idaho as aviation groups and supporters have become more active in their state legislatures on issues ranging from taxes to land-use planning. "It's been gratifying to see the aviation community in both states become so engaged and involved," said Kristi Ivey, NBAA's Northwest regional representative. Ivey, who works closely with aviation groups throughout the Northwest on a variety of issues, has played a role in advocating for both sets of legislation. Call to Action: Support Arizona Aviation Tax Reform
NBAA strongly encourages Members in Arizona to support a proposed amendment to Senate Bill 1174, which would reform the aviation tax system in the Grand Canyon State and promote economic growth. The legislation would simplify aircraft licensing fees in Arizona by replacing a tax of 0.5 percent on aircraft market values with a flat rate structure. Under the proposal, the license tax would only apply to aircraft based in the state for more than 90 days. Finally, all purchases of aircraft in Arizona would be exempt from sales and use tax. New Mexico Aviation Tax Exemptions Headed to Governor
Last week, the New Mexico state legislature passed two measures designed to attract business aviation to the state, and both bills are now awaiting the Governor's signature. House Bill 14 would exempt aircraft parts and maintenance services from the gross receipts tax which can range from 5.125 percent to 8.6875 percent depending on the location of the business. The legislature also passed House Bill 24, which would provide an exemption from the gross receipts tax for aircraft more than 10,000 pounds sold to commercial or military carriers. NBAA applauds the efforts of Members to advocate for this important legislation. Learn more about the New Mexico legislation .

NBAA2014 Speaking Proposals Due Feb. 28
The call for speakers for NBAA's Business Aviation Convention & Exhibition (NBAA2014) closes this Friday, Feb. 28. This year's Convention, set for Oct. 21 to 23 in Orlando, FL, will feature approximately 50 dedicated education sessions, plus maintenance and operations sessions and a career day. Speaking proposals must include a session title, abstract, learning objectives and speaker qualifications. Submissions must be for educational programming and not marketing/sales presentations promoting a particular company or product. Respond to the NBAA2014 call for speakers today .

NBAA last week announced the recipients of its Donald A. Baldwin Sr. Business Aviation Management Scholarship, which benefits individuals seeking to become NBAA Certified Aviation Managers (CAMs). The scholarship, which is given annually in coordination with the family of Donald A. Baldwin Sr., promotes professional development in business aviation by providing financial support for qualified CAM exam candidates. This year's recipients are Shaun Gerber and Andrew Brigman. The new system enables subscribers to either email their flight plans or post them to an NBAA web page, then use that page to review and even edit their submissions, according to NBAA Air Traffic Management Specialist Jim McClay. "There's now more than one way to submit flights to us, and subscribers can make changes to their itineraries without having to resend the entire schedule," he added. NBAA Flight Plan has the story.
