NBAA welcomes H.R.3578, which was introduced last week in the U.S. House of Representatives, to compel the FAA to consult with industry stakeholders through the established rulemaking process before issuing any requirement for some pilots to undergo screening for obstructive sleep apnea prior to receiving a medical certificate. "A policy of this magnitude must be vetted through the established rulemaking process, which has proven to be effective so many times in the past," NBAA President and CEO Ed Bolen said. .

Contact Congress and Ask Your House Lawmaker to Support Legislation on FAA's Sleep Apnea Requirements
As NBAA and other associations are voicing alarm over the FAA's planned aeromedical guidelines on sleep apnea NBAA is also providing a means for association Members to weigh in with their elected officials. Contact Congress, NBAA's online advocacy tool, now features a letter Members can send to their House lawmakers, alerting them to the situation and requesting their support for H.R.3578, so that the FAA will be compelled to consider input from industry before enacting the onerous requirements. FAA Announces Phase 2 of the North Atlantic Data Link Mandate
The FAA on Dec. 12 will publish a notice to airmen detailing plans for the rollout of Phase 2 of the North Atlantic Systems Planning Group's (NAT SPG) North Atlantic Data Link Mandate (NAT DLM). The implementation begins with Phase 2a, on Feb. 5, 2015, when flights within the NAT Organized Track System between FL350 and FL390 (inclusive) will be required to be equipped with FANS 1/A (or equivalent) controller-pilot data link communications (CPDLC) and ADS-C systems. Phase 2b begins on Dec. 7, 2017, and expands the affected airspace to the International Civil Aviation Organization (ICAO) NAT Region. When Phase 2c takes effect on Jan. 30, 2020, all flights at FL290 and above will need the required equipment throughout the ICAO NAT Region. IBAC Official Explains Upcoming Changes to IS-BAO Program
One significant change in the International Standard for Business Aircraft Operations (IS-BAO) program for 2014 is new guidance on best practices for conducting instrument approaches in certain weather. The guidance is timely because, in recent years, the International Civil Aviation Organization has barred commencement of an approach if conditions are known to be below minimums at the destination airport. Ohio Governor Proclaims GA Appreciation Month
Gov. John Kasich has declared December 2013 as General Aviation (GA) Appreciation Month in Ohio, which is widely known as the "Birthplace of Aviation." This is the third consecutive year Kasich has issued such formal recognition of the vital role of general aviation, including business aviation, in the state. Former Gov. Ted Strickland issued a similar declaration in 2010. In his proclamation, Kasich recognized the employment impact of all 98 of Ohio's GA-only airports, with 17,352 jobs paying a total of $287.3 million annually. Read more about GA in Ohio .

Announced last June, the FileSmart initiative is built on three essential techniques for saving time through more effective communication with air traffic control (ATC): file early, file accurately and check the National Airspace System (NAS) during your flight planning process. Following those simple techniques allows the FAA's Traffic Flow Management System (TFMS) to work more efficiently, potentially reducing delays. "The NAS has gotten more complicated, and getting a flight plan into the TFMS sooner can move you up in the line when it comes to TMIs [traffic management initiatives]," said NBAA Air Traffic Services Specialist Jim McClay. NBAA Welcomes New Policy Easing Some Restrictions for GA Flights in China
NBAA applauded the recent announcement that the Chinese government will soon ease mission application and approval requirements for some general aviation (GA) flights within the country. Currently, any GA flight operating within China must be reviewed and approved by the Chinese military, which controls all airspace over the country. The new policy, effective Dec. 1, will allow many GA operations flown by home-based pilots and aircraft to fly throughout the country with only the approval of the Civil Aviation Authority of China. NBAA President and CEO Ed Bolen said the introduction of the new policy marks a good step forward for promoting GA operations in China and throughout the Asia-Pacific region. Colorado's Community Airports Generate $10.5 Billion in Economic Activity
A 2013 study of Colorado aviation shows residents reap about $10.5 billion in economic impact annually from the 75 state airports that handle mostly general aviation (GA) aircraft. Study author ICF SH&E found the economic impact of those smaller airports increased by about $7 million between 2008 and 2013, despite the poor economic climate. Eastern Iowa Airport Invests in Business Aircraft Hangar
As part of an infrastructure improvement project that got underway this month, Clinton Municipal Airport (CWI) in Iowa is adding a new hangar for business aircraft up to Cessna Citation X size, as well as a new terminal building, with the support of federal and state funding. "Clinton is representative of Iowa, which is full of entrepreneurial cities, but which are sometimes without robust airline service," said NBAA Central Region Representative Bob Quinn. "Clinton has invested in the suitable qualities needed for a business aircraft. Investing in facilities for midsize business aircraft makes sense."
