As Global Aviation Policy Meeting Nears, NBAA Welcomes Emissions Proposal
NBAA applauded signs that a proposal under consideration at the International Civil Aviation Organization (ICAO) may lead to a compromise solution to the challenge of how to address aircraft carbon emissions a global basis. In a measure expected to be ratified by its members at its triennial assembly this month, ICAO is expected to propose a firm schedule for enactment by 2020 of a global, market-based trading system for carbon-emission credits. In exchange, ICAO is expected to propose that the EU apply its own emission-trading requirements (commonly known as the European Union Emissions Trading Scheme, or EU-ETS) only to emissions of flights within its airspace. NBAA Actively Involved in NOTAM Evolution
As part of its ongoing improvement efforts, the FAA will introduce a revised format and contractions in its notices to airmen (NOTAMs) on Oct. 1. More NOTAM improvements are on the way, said Bob Lamond, Jr., NBAA's director of air traffic services and infrastructure, who is a member of the RTCA Tactical Operations Committee working group dedicated to evaluating the current system and recommending improvements that efficiently communicate pertinent NOTAM information to pilots. Describing the effort as a "work in progress," the upcoming changes will harmonize the U.S. system with the ICAO standards. Read more about the improvements to NOTAMs .

With an eye on how federal belt-tightening is affecting service delivery, the Friends and Partners of Aviation Weather (FPAW) is asking for NBAA Member input on its delivery of information through the Aviation Digital Data Service. FPAW is a collaborative effort to improve the coordination of relaying weather issues. "FPAW is looking for information from all aspects of general aviation, including business aviation," said NBAA Aviation Air Traffic Management Specialist John Kosak. "We would love to hear from NBAA Members. Commercial aviation has no trouble speaking up at these gatherings – we need to represent the interests of business aviation." ORBIS and FedEx to Receive Award for Work to End Blindness Worldwide
The National Aeronautic Association, together with the Air Care Alliance, will present its 2013 Public Benefit Flying Teamwork Award to ORBIS International and FedEx, to honor their 30-year partnership to fight blindness around the world. ORBIS and FedEx were nominated for the award by NBAA, which last year presented its Al Ueltshi Humanitarian Award to FedEx Express, a division of FedEx Corp., and its founder, Frederick W. Smith, for their sponsorship of the ORBIS Flying Eye Hospital. "ORBIS and FedEx are highly deserving of this prestigious award," said NBAA President and CEO Ed Bolen. Read more about the award .

NBAA Applauds Record-Setting Membership Tally in House GA Caucus
NBAA President and CEO Ed Bolen said last week the membership high-water mark achieved for the General Aviation (GA) Caucus in the U.S. House of Representatives shows an unprecedented demonstration of congressional support for the industry's vital role in serving citizens, companies and communities across the United States. GA Caucus co-chairs, Rep. Sam Graves (R-6-MO) and Rep. John Barrow (D-12-GA), announced on Sept. 20 that 223 House lawmakers are now included in the caucus, which was formed in 2009 to promote general aviation, and inform debates about policy proposals that could impact the industry. Cold Temps Require Additional Maintenance Procedures
As the air turns colder, maintenance technicians need to take extra steps to ensure a business aircraft is ready to fly. The procedures for parking an aircraft overnight – and starting it up the next morning – in freezing temperatures are more extensive than those required in summertime, especially if heated hangar space is in high demand. Some aircraft systems may react to cold in unusual way; for example "LCD devices require a warm-up period," said Jim Sparks, director of aircraft maintenance for a Fort Worth, TX-based operator. "Crews not aware of this warm-up period often mistake the blank display for a failure." Flying Internationally? This Week's NBAA Webinar Will Explore Fatigue Risks, Solutions
One of the challenges of long-distance, international flying is dealing with the physiological effects of flying for extended periods of time and crossing multiple time zones. An increasingly important tool to help ensure the safety of intercontinental flights is fatigue risk management systems (FRMS). NBAA will present a free webinar to explain how such systems have become both appropriate and affordable for business aviation. "Fatigue Risk Management Simplified" will be held on Wednesday, Sept. 25 at 1 p.m. EDT, and hosted by Tomas Klemets, head of scheduling safety at Jeppesen, which currently provides crew management solutions. Business Aviation a Key Metric in Ohio Study of State's Community Airports
The role of business aviation in driving economic development in communities across Ohio is a key consideration in a multi-pronged study being conducted by transportation officials in the Buckeye State to determine limited financial resources should be allocated to upgrade Ohio's 97 community airports. Launched in September 2012 by the Ohio Department of Transportation's (ODOT's) Office of Aviation, in conjunction with the FAA, the Ohio Airports Focus Study seeks to assess the economic contributions of these airports. "The group has specifically identified business aircraft operators as a driving force behind the study, and an important factor to encouraging airports to participate [in ODOT's examination]," said Ohio Regional Business Aviation Association President Mark Myers. Additional Fee Imposed at Teterboro Airport Around 2014 Super Bowl
The Port Authority of New York and New Jersey is planning to impose an additional fee at Teterboro Airport (TEB) beginning at 6 a.m. on Jan. 29 and running through 6 a.m. on Feb. 4. The proposed fee will offset a portion of additional operating expenses incurred by the airport during the period leading up to and immediately following the 2014 Super Bowl. Congressman, GA Champion Sam Graves to Speak at NBAA2013
Outspoken GA advocate and House GA Caucus co-chair Rep. Sam Graves (R-6-MO) will serve as a keynote speaker for the Oct. 22 Opening General Session at NBAA2013 in Las Vegas, NV. A life-long aviation enthusiast, Graves is a member of the House Transportation Committee and the House Aviation Subcommittee who has represented Missouri's sixth congressional district since 2000. "Sam Graves is a tireless champion for general aviation in the House of Representatives, and we are honored to have him join us at NBAA2013 in Las Vegas," said NBAA President and CEO Ed Bolen. NBAA has issued a call for entries for education presentations at the Asian Business Aviation Conference & Exhibition (ABACE2014), which will be held from April 15 to 17 at the Shanghai Hawker Pacific Business Aviation Centre. Education session proposals must provide content relevant to business aircraft ownership and operations, and presenters must have proven business aviation experience/expertise in the Asian marketplace. The deadline for proposals is Sept. 30. .
