In Beijing, Bolen, Other GA Leaders Welcome New APEC Guidelines for Business Aviation
Business aviation in China and across the Asia-Pacific region reached an important milestone with the Sept. 6 unveiling of principles for the industry's development by Asia Pacific Economic Cooperation (APEC) transportation ministers. After attending the unveiling of the APEC principles in Tokyo, NBAA President and CEO Ed Bolen hosted a Sept. 9 press conference in Beijing with several general aviation leaders to welcome the new guidelines. At that event, Bolen noted: "Recognition by APEC that business aviation operations should be treated as non-commercial, with the freedom to fly among all of the economies of the region, is essential to the growth of this vitally important mode of transportation in today's global economic business environment." Last Call to Take 2012 General Aviation and Part 135 Activity Survey
Each year, the FAA invites owners of GA aircraft to participate in the General Aviation and Part 135 Activity Survey, which is used by the FAA for planning purposes and by the industry for statistical data. NBAA strongly encourages all aircraft owners who have been invited to participate in the 2012 survey to complete it online or via the mail before the survey closes. 'Behavioral Drift' Threatens the Safety of Flight Operations
When the NBAA Safety Committee put together its list of Top 10 safety concerns earlier this year, the potential threat of "deteriorating professionalism" was on the committee’s radar. "In aviation, we all have a very defined set of procedures," explained committee member and CitationAir Vice President for Safety Bill Grimes. "As the established norms of an organization are eroded away, they're replaced by work-arounds that eventually set new standards. People start cutting corners to get the job done." Former U.S. Treasury Secretary, CSX Chair John Snow to Speak at NBAA2013
The impact of an increasingly competitive global economy on business aviation will be the focus of a keynote address delivered by former U.S. Treasury Secretary John Snow at the Oct. 22 Opening General Session of NBAA's Business Aviation Convention & Exhibition (NBAA2013) in Las Vegas, NV. Snow served as the U.S. treasury secretary under President George W. Bush, and has considerable experience with business aviation from his tenure as president, CEO and chairman of CSX Corporation, a long-standing NBAA Member Company. Kansas Proclaims Aviation Appreciation Month, Kicks Off First Aviation Expo
Kansas Gov. Sam Brownback has proclaimed September "Aviation Appreciation Month" in the Sunflower State, kicking off celebrations that will culminate with a first-ever Kansas Aviation Expo on Sept. 26 and 27. "[Aviation] is the second largest contributor to the Kansas economy, and contributes more aircraft to the world economy than anywhere else," Brownback said in the proclamation. The governor also noted that Kansas is home to many large and small aviation-related businesses that keep skilled Kansas workers employed. Learn more about aviation in Kansas .

For professional-services firms, face-to-face meetings can be crucial to the success of a project and business relationships. Teterboro and London Biggin Hill Now Sister Airports
Two well-established business aviation airports – one on either side of the Atlantic – recently announced a unique "sister airport" relationship. New Jersey's Teterboro Airport and London's Biggin Hill Airport recently signed a memorandum of understanding (MOU) that "provides the platform for international cooperation and customer service," according to a Biggin Hill Airport statement. The MOU encourages mutual assistance and participation by both parties, with a focus on communication, security and safety. Learn more about this "sister" airport agreement .

NBAA and PNBAA Hosting Legislative Town Hall in Seattle, Sept. 23
NBAA is partnering with the Pacific Northwest Business Aviation Association (PNBAA) to host a town hall meeting on Sept. 23 to discuss the current legislative and regulatory environment for business flying nationwide and in the state of Washington. NBAA Senior Vice President for Government Affairs Lisa Piccione will cover the legislative issues the industry faces. In addition, PNBAA's Alan Burnett will join NBAA Vice President, Operational Excellence & Professional Development Mike Nichols and Senior Manager of Finance and Tax Policy Scott O'Brien in discussing current regulatory and tax issues. The town hall will be held from 3:30 to 5:30 p.m. at the Museum of Flight's William M. Allen Theater at Boeing Field (BFI) in Seattle. Knapp State Airport Essential to Vermont Capitol Region Economy
Vermont's Rutland Herald newspaper recently declared that business use of the Edward F. Knapp State Airport in Barre is "vital" to the economy because it provides easy access to the Barre-Montpelier area. "For many citizens our airport is out of sight so it's out of mind," said George Malek, president of the Central Vermont Chamber of Commerce. "They see local businesses prospering and working with larger businesses elsewhere, but they often don't realize that our airport was the front door for the larger businesses." TFRs in New York Area for UN General Assembly
The FAA plans to issue temporary flight restrictions (TFRs) during the 68th United Nations General Assembly session later this month in New York City. The first TFR, in effect Sept. 18 to 30, only impacts VFR operations at the Manhattan heliports. The second TFR, in effect Sept. 23 and 24, will prohibit GA operations at LaGuardia (LGA), but aircraft meeting the TFR requirements will be able to access Republic (FRG), Westchester County (HPN) and Teterboro (TEB) airports. During this TFR, gateway procedures will be established at FRG and Linden (LDJ) for the Manhattan heliports. The third TFR, in effect Sept. 23 and 24, will provide ingress/egress procedures for Morristown Municipal (MMU). Finally, the fourth TFR, in effect Sept. 23 and 24, will prohibit GA operations at JFK. Review the Flight Advisory .

New York's LaGuardia Runway 4 ILS Glideslope Currently Unavailable
During a recent FAA Flight Check on the instrument landing system (ILS) for Runway 4 at New York's LaGuardia Airport (LGA), a building was identified as an obstacle, causing the glideslope to be unavailable until further notice. The FAA is seeking a resolution, but this issue will likely increase the chances of an ILS13 configuration at LGA and JFK during IFR conditions. This configuration creates significant arrival delays at TEB, as air traffic control is unable to run LGA and TEB arrivals simultaneously. When more information is available, NBAA will notify operators via Airspace Alerts and in the Update. For more information, see NBAA's Teterboro airport web page .

Descend Via Clearances Resumed on IVANE2 STAR Into Charlotte International
Effective Sept. 4, air traffic control resumed issuing "Descend Via" clearances at Charlotte Douglas International (CLT) for flights on a south configuration utilizing runways 18L, 18C, 18R or 23. The "Descend Via" clearances on the south configuration on the IVANE2 (RNAV) STAR had been suspended earlier this summer, on July 24. New Westbound Routings Out of Chicago Area Airports Effective Oct. 17
Effective Oct. 17, new westbound departure routings will be instituted for traffic departing the Chicago metropolitan area airports. The FAA released a Letter to Airmen last month outlining the new routings, which will be based on a flight's airport of departure. The Chicago Area Business Aviation Association (CABAA) has posted details on the new routings online. For guidance on using the new westbound departures out of Chicago's satellite airports, see the CABAA website . Further details can be found on the NBAA airports web page .

NBAA Announces ABACE2014 Call for Speakers
NBAA has issued a call for entries for education presentations at the Asian Business Aviation Conference & Exhibition (ABACE2014), which will be held April 15 to 17 at the Shanghai Hawker Pacific Business Aviation Centre. Education session proposals must provide content relevant to business aircraft ownership and operations, and presenters must have proven business aviation experience/expertise in the Asian marketplace.
