FAA Publishes Final Ruling on Phase-Out of Stage 2 Aircraft
The Federal Aviation Administration (FAA) moved forward last week on a congressional mandate to phase out the loudest civil turbojet aircraft operating in the United States. After Dec. 31, 2015, operation of almost all jet aircraft weighing 75,000 pounds or less will be banned from operating from the contiguous U.S. unless they meet Stage 3 noise compliance requirements or higher. The final ruling, published on July 2, locks in the phase-out date established by Congress in the FAA Modernization and Reform Act of 2012, and it comes following extensive discussions between regulators and industry representatives to find a suitable timeframe in consideration of the time and costs necessary for operators to modify or replace their aircraft. Anthony Foxx Sworn In as Nation's 17th DOT Secretary
Charlotte, NC Mayor Anthony Foxx was sworn in on July 2 as the nation's 17th Secretary of Transportation in a private ceremony at U.S. Department of Transportation headquarters. Foxx was confirmed by the Senate in a unanimous vote on June 27. In a written statement to DOT employees, Foxx said, "Safety will remain our top priority at DOT. At the same time, I will work to improve the efficiency and performance of our current transportation system while building the infrastructure we need for future generations." As Secretary of Transportation, Foxx leads an agency with more than 55,000 employees and a $70 billion budget that oversees air, maritime and surface transportation. FileSmart Initiative Urges Pilots to File Early, Accurately
As basic flight students, most pilots learned how to file and close a flight plan, but NBAA Air Traffic Services Specialist Jim McClay argues that may not be enough. McClay is one of the principle forces behind a new initiative called FileSmart, which encourages operators to file early, file accurately and take into account various conditions in the National Airspace System before filing. Berry Companies' Airplane Builds Business
A leader in providing and supporting construction equipment, Wichita, KS-based Berry Companies Inc. was founded by Fred Berry, Jr. in 1957 and today has 29 locations in six states. As Berry explains, the company's Citation Mustang is used to transport customers to job sites to see what the construction equipment can do. "Customers will give you one day, but not two days," said Berry. "We can fly 400 to 600 miles, spend three or four hours on the ground and be back that night, so having an airplane is a big advantage." Forecasts: International Markets Will Be Key to Long-Term Rebound in Business Aircraft Sales
Recent industry forecasts predict a sustained rebound in the business aircraft market, starting this year, with international markets helping to drive the recovery. For example, business aircraft maker Bombardier Aerospace released its annual 20-year forecast pointing to China, Brazil, India, Russia, Mexico and Turkey as key growth markets during the forecast period, which will boost large and medium business jet categories. Planned Vertiport Promises Easier Access to Downtown Chicago
Developers of a new "vertiport" near Chicago's downtown business center hope to break ground on the 10-acre project later this summer and begin operations next year. The vertiport will be located a few miles southwest of downtown Chicago and immediately south of I-290, the Dwight D. Eisenhower Expressway. The vertiport will be about three miles from where Meigs Field (CGX) was located on the Lake Michigan shoreline, and will provide the first public-use helicopter landing site near Chicago's Loop since former Mayor Richard Daley closed Meigs in 2003. Plans call for construction of a 15,000-square-foot terminal and a 30,000-square-foot hangar capable of accommodating up to 30 helicopters. Read more about the Chicago vertiport .

Washington State Passes Bill to Attract Aviation Business
Beginning on Oct. 1, private aircraft weighing more than 41,000 pounds can remain in Washington state for more than 90 days for storage, repairs, alterations or reconstruction without being subject to state registration requirements and fees. In addition, aircraft more than 41,000 pounds sold to non-residents of Washington are exempt from state sales and use tax. Labor and repair services performed on these non-resident aircraft are also exempt from Washington sales and use tax. Senate Bill 5882 is designed to make Washington more competitive with neighboring states and promote development of the state's aerospace cluster. Learn more about the new legislation .

Jeppesen Issues Chart Alert for SFO
Jeppesen has recently issued an alert warning all operators that the tower monitor frequency at San Francisco International Airport (SFO) is not depicted on the current charting cycle dated June 21 (effective June 27) for the following two approach procedures: RNAV (GPS) PRM Runway 28L and RNAV (GPS) PRM X Runway 28R. The frequencies are 125.15 and 127.675, respectively, and have been listed on the "Attention all Users" page (AAUP 12-10 and 12-11). Additionally, the VNAV path will not be valid to the runway threshold for the RNAV (GPS) PRM X Runway 28R approach until July 25. During this current cycle, the VNAV path is valid only to DARNE, after which pilots must utilize the PAPI. This announcement is unrelated to the accident of Asiana Airlines 777 that took place on July 6. The Jeppesen announcement was published on July 2. Learn more .

Significant Runway Rehabilitation Project at New York's Stewart International
A significant runway rehabilitation project begins this month at Newburgh/Stewart International Airport (SWF) and is expected to run through May 2015. The rehabilitation will include both runways and several of the taxiways. The project will focus on Runway 16/34, as well as the taxiway structure on the east end of the field, between July and December of this year. During the project there will be several operational modifications required regarding traffic flow in the aircraft movement areas. In addition, limitations on the available approaches are expected at times as navigational aids are affected by the project. FAA Seeks Runway Safety Input for Jackson Hole
The FAA is currently seeking input on potential safety issues at Jackson Hole Airport (JAC) for an upcoming safety action team meeting, focused on runway excursions. The FAA's Office of Runway Safety last conducted a Regional Runway Safety Action Team (RSAT) meeting at Jackson Hole in October 2012. Due to the number of runway excursions, the FAA is soliciting input to determine the emphasis needed at the airport: a regional RSAT or a local LRSAT. The International Business Aviation Council (IBAC) this year has brought its workshops on implementing the International Standard for Business Aircraft Operations (IS-BAO) to communities around the country and the world. Next week, IBAC is holding two IS-BAO workshops at Delaware's New Castle Airport (ILG). On Tuesday, July 16, the Fundamentals of IS-BAO Workshop will be offered to assist operators who are implementing, or considering implementing, the standard. Aviation Students: Apply Now for NBAA's College, A&P Scholarships
The deadline is July 31 to submit applications for several of NBAA's scholarships for undergraduate students and students in airframe and powerplant (A&P) technical programs. Programs currently accepting applications include the Alan H. Conklin Business Aviation Management Scholarship, the Lawrence Ginocchio Aviation Scholarship, the William M. Fanning Maintenance Scholarship and the NORDAM Dee Howard/Etienne Fage Scholarship.
