Boyer and Saling Announced as Recipients of NBAA's Highest
Honors
The Board of Directors of NBAA has announced the recipients of the Association's annual Meritorious Service to Aviation and John P. "Jack" Doswell
Awards. Phil Boyer, president of the Aircraft Owners and Pilots Association, will receive the 2008 NBAA Award for Meritorious Service to Aviation,
and George Saling, former vice president of Aviation & Travel Services for Altria Corporate Services, Inc., will receive the 2008 NBAA John P.
"Jack" Doswell Award. "NBAA is proud to recognize these two outstanding members of the aviation community for their tireless leadership efforts and
dedication to enhancing the industry," said NBAA President and CEO Ed Bolen. Boyer and Saling will receive their awards during NBAA's 61st Annual

Sumwalt to Be Safety Town Hall Meeting Keynoter at
NBAA2008
The Honorable Robert L. Sumwalt, member of the National Transportation Safety Board, will address NBAA2008 Attendees at the NBAA Safety Committee
Town Hall meeting on Tuesday, October 7, from 9:00 a.m. to 10:30 a.m. in Room S310E of the Orange County Convention Center in Orlando. He will
discuss the value of safety management systems for business aviation. Sumwalt, who last month concluded a two-year term as vice chairman of the
board, was a pilot for 32 years, including 24 years as an airline pilot with Piedmont Airlines and then US Airways. He logged over 14,000 flight

FAA Reminds Operators to Carry Certified Copy of Air Carrier
Certificate
The Federal Aviation Administration (FAA) has issued an information for operators (InFO) notice regarding the International Civil Aviation
Organization (ICAO) requirement for commercial operators to carry a certified copy of their air operator certificate onboard any aircraft operated
internationally. In order to meet the ICAO standards, the FAA recommends that operators carry a copy of their air carrier certificate and the
associated authorizations, conditions and limitations, when conducting international operations. The InFO notice contains a link to an ICAO document

Operators Receiving NavCanada GST Invoices
NavCanada has begun sending invoices to business aircraft operators applying a five percent goods and services tax (GST) on air navigation service
charges. While NBAA disagrees with the applicability of the tax, the Canadian Revenue Authority (CRA) is asserting that only commercial operations
are exempt from GST. The CRA has assessed the tax to NavCanada, which is now attempting to recover payments from aircraft operators. NBAA is working

Santa Monica Proceeds With Appeals of FAA Injunction
The City of Santa Monica is proceeding with a challenge in the Ninth Circuit Court of Appeals and an administrative appeal of FAA orders prohibiting
the city's attempted aircraft ban. Earlier this year, the Santa Monica City Council attempted to implement an ordinance prohibiting category C and D
jet aircraft from operating at Santa Monica Airport (SMO). The FAA issued an interim order that temporarily prohibited Santa Monica from enforcing
the ban while the agency considered a final order based on whether the ban exceeded Santa Monica's authority. Santa Monica unsuccessfully challenged
the interim order, and has appealed the court's decision in favor of the FAA. NBAA has continually kept Members advised of the situation; to read an

NBAA to Host Business Aviation Regional Forum in
Massachusetts
NBAA will host its next Business Aviation Regional Forum on Wednesday, September 10 on Hanscom Field in Bedford, MA. The one-day event will feature
approximately 60 Exhibitors, 30 aircraft on static display and hundreds of Attendees. Sessions will focus on the top issues facing business aviation
today, such as current regulations and the threat and error management systems approach to safety. In addition, representatives from NBAA's GA Desk

Las Vegas McCarran to Have Runway Closure; Plan Accordingly
Runway 25L/07R at Las Vegas McCarran International Airport (LAS) is scheduled to be closed from November 1, 2008 until May 1, 2009 due to
construction. The runway closure is expected to have a major impact on arrival and departure rates, and delays in and out of the airport are likely
during the construction. Various traffic management initiatives including miles in trail, ground stops and ground delay programs are anticipated.
Nearby alternate airports are Henderson Executive (HND) and North Las Vegas (VGT). Both have modern facilities and reliable ground transportation
options, and it is likely that delays can be reduced significantly by utilizing one of these alternate airports. Additional details can be found

NBAA, NJAA to Testify Before State Legislature on Behalf of GA
NBAA will join the New Jersey Aviation Association (NJAA) on September 22 in testifying before the New Jersey Assembly Transportation, Public Works
and Independent Authorities Committee on the importance of general aviation (GA) to the state. In New Jersey, as in many other states, GA airports,
and particularly private-owned/public-use GA airports, have increasingly been affected by local community land use and access issues. During
testimony, NBAA and NJAA intend to provide the New Jersey legislature with a better understanding of general aviation and request that the

SFBAA to Hold Third Quarter Meeting in Palm Beach
The South Florida Business Aviation Association (SFBAA) will hold its third quarter general membership meeting at Palm Beach International Airport
(PBI) on September 17. Guest speaker Len Knight, a Palm Beach International Airport tower and area controller, will discuss current local airspace
philosophy and procedures, with a Q&A session following the presentation. The meeting will take place at the Galaxy Aviation FBO at 3800 Southern

FAA Will Hold Customer Focus Meeting This Month at BOS
The FAA Northeast District will hold a Boston Customer Focus Meeting on September 17 at Boston Logan International Airport (BOS). FAA Customer Focus
Meetings facilitate discussions between the agency and the local aviation community about operational concerns. The meeting will be held in the

NFBAA Meeting in Jacksonville Scheduled for Sept. 24
The North Florida Business Aviation Association will hold a meeting at the SheltAir Building on September 24 at Jacksonville International Airport
(JAX), located at 14600 Whirlwind Avenue, in the 2nd Floor Conference Room. The meeting will begin at 5:30 p.m., when NBAA Southeast Regional
