Per-flight user fees are included in President Obama's fiscal year 2013 federal spending proposal, released today. Along with the concern raised by the president's user fee proposal, the White House budget sends a mixed message on two other key issues: funding for a Next Generation (&Atilde;&cent;&iuml;&iquest;&frac12;&iuml;&iquest;&frac12;NextGen&Atilde;&cent;&iuml;&iquest;&frac12;&iuml;&iquest;&frac12;) air traffic system, and depreciation schedules on business aircraft. &quot;Proposals from the White House are serious business,&quot; said NBAA President and CEO Ed Bolen, &quot;but they cannot become law unless they are approved by Congress.
