<description><![CDATA[The Aircraft Mechanics Program at Southern California's Van Nuys Airport (VNY) has been a vital part of the local aviation community for more than 30 years, but it almost had to close its doors this year &acirc;€" until a group of airport businesses and civic leaders joined forces to secure a $1-a-year lease for the school. Established by the Los Angeles Unified School District and run by the district's North Valley Occupational Center, the school trains nearly 200 students a year in airframe and powerplant (A&amp;P) maintenance. It's one of the only A&amp;P programs of its kind open to high school students and provides both classroom instruction and hands-on training at the school's Van Nuys hangar. ]]></description>

<description><![CDATA[With better training practices and cockpit instrumentation, the general aviation (GA) community saw accident rates fall to record lows over the last decade. But to the frustration of operators and regulators, rates have not continued their downward trend. To stay ahead of this trend, the Federal Aviation Administration (FAA) is meeting with NBAA and other organizations included in a General Aviation Coalition to refocus on safety efforts. The FAA's goal is a 10-percent reduction in the accident rate. In 2012, the rate for all general aviation was 1.1 accidents per 100,000 flight hours. The agency's goal is to reach 1.0 accidents per 100,000 flight hours by 2018. ]]></description>

<description><![CDATA[Worldwide sales of new and pre-owned general aviation aircraft  demonstrate that while the industry continues its gradual rebound, significant growth may still be years away. Last week, the General Aviation Manufacturers Association announced an encouraging upswing for deliveries of new general aviation (GA) aircraft, with first quarter billings improving 31.7 percent over the same period last year. Deliveries throughout all industry segments measured by GAMA improved over last year's quarterly totals. The pre-owned aircraft market also appears to be improving in 2013, with a report by JetNet LLC listing slightly fewer aircraft for sale worldwide in February 2013 than in February 2012. Also, the European market appears to be making slow, but steady, improvement, according to a report from Brian Foley Associates.]]></description>

<description><![CDATA[Legislators in Massachusetts are considering a bill to repeal the sales tax exemption on aircraft. Similar legislation has been proposed in prior years, but NBAA and a coalition of general aviation groups have been able to preserve the exemption. Under the proposal, opposed by NBAA, sales of aircraft in Massachusetts would be subject to the 6.25 percent sales tax. Since many surrounding states provide sales tax exemptions on aircraft or parts, it is likely that aircraft owners will decide to purchase or base their aircraft elsewhere if Massachusetts repeals the exemption. On May 14, at 10:30 a.m., the Joint Committee on Revenue will hold a public hearing to discuss the proposal, and NBAA Members are encouraged to attend this hearing and register their opposition to House Bill 2490]]></description>
